Name Description
Paul Hughes, Corporate Manager Building Control Paul has been working in Building Control since 2005, having initially trained as a carpenter. He progressed through the ranks, achieving Chartered Building Engineer status along the way, to taking over the running of the building control team in Babergh and Mid Suffolk in 2017. He is a passionate advocate for the public sector, delivering the regulatory function of building control and sees the service as being key to delivering homes and buildings that meet the needs of the country for now and in to the future.
Matt Rawlings, Area Building Control Surveyor A Chartered Building Control Surveyor with over thirty years of experience in the building regulation sector. A wide and deep level of experience and knowledge in the building regulations and how they apply to work being carried out to domestic, public and commercial buildings. Has carried out lead building control roles on an energy from waste power station, numerous large residential developments, schools, community buildings and residential works. A pragmatic surveyor who thrives on customer satisfaction.
Mark Cross, Area Building Control Surveyor Mark is a member of the Royal Institution of Chartered Surveyors and has worked in building control for over 40 years. Consequently Mark has unrivalled experience in all types of buildings and all forms of construction processes. Mark has a customer focused approach when dealing with agents, applicants, design specialist’s and contractors alike, and is more than happy to discuss any proposal to assist with the project transition through to completion no matter the size or complexity of the scheme.
Sarah Fanning, Assistant Building Control Surveyor Sarah has been working for building control at Babergh Mid Suffolk since 2011. Sarah is currently a student member of the Royal Institution of Chartered Surveyors (RICS) and is now entering her final year towards gaining an accredited degree in building surveying which will lead to full chartered membership. Sarah is a qualified domestic energy assessor and is building up her knowledge of the environment and building regulations within a structured career path with the council. Sarah is experienced in dealing with agents, and builders alike and is always keen to help in any way she can regardless of the size or complexity of the project.
Robin Bater, Area Building Control Surveyor Robin is a Chartered Building Engineer and has worked in building control since 2006. During this time extensive experience has been gained from working on many domestic and commercial projects ranging from domestic extensions, barn conversions, new build housing estates, high rise projects, new build offices, healthcare and education buildings. Robin has vast experience discussing projects with agents at the design stage and problem solving with builders when issues pop up on site. He has also had experience working with partner agents under the terms of the Local Authority Building Control (LABC) Partnership arrangement. He had a key role in the inspection of high-rise buildings in Ipswich following the Grenfell disaster in partnership with the fire service. Robin has vast safety of sports grounds experience and has participated in a range of safety advisory groups.
Vic Hollis, Area Building Control Surveyor Vic has been employed by Babergh and Mid Suffolk as a building control surveyor for over 40 years. During this time he has seen many changes in the industry and remains committed to ensuring the safety and well-being of the residents of the two districts. Vic has extensive experience in all things building regulations related, from legislative requirements to dealing with all types of buildings and with a keen eye for the preservation of the historic significance of many of the buildings he encounters.
Tony Fitch, Area Building Control Surveyor Tony has been involved in the building industry his entire working life. He originally started work as an architectural technician, working on site and then as a senior designer for a timber engineering company. As a qualified Building Control Surveyor, Tony has worked for building control for over 20 years and is a member of the Chartered Association of Building Engineers. He takes an active role in training the next generation of surveyors. Tony is used to dealing with clients, agents and builders at all levels, from conception to completion of their schemes irrespective of the size and complexity.
Mark Polley, Area Building Control Surveyor Mark began working in construction as a bricklayer, developing his skills and helping him move into contract management, where he was managing contracts worth several million. In 2006 Mark became an Assistant Building Control Surveyor. While employed in this post he obtained a Foundation degree in Building Control. In 2010 he then became an associate member with the then 'Association of Building Engineers'. Since 2013 he has gained many qualifications including IOSH (Institution of Occupational Safety and Health) in Managing Health and Safety within the work place. On June 17th 2019, Mark gained full chartership to the Chartered Association of Building Engineers.
Julie Hammond, Business Support Manager Julie is our Business Support Manager. She has worked in local government for over 25 years, since 2014 this has been within Building Control. Julie is responsible for the support team ensuring we provide an excellent service by valuing and respecting our customers. Julie is very happy to help with your building control requirements and looks forward to working with you.
Christopher Tucker, Administration and Technical Support Officer Chris is an Administration and Technical Support Officer at Babergh and Mid Suffolk Council. He has been with the local authority since 2012 and joined the Building Control team in 2018. Chris is attending an LABC course to ensure he has the necessary skill set and holds up to date knowledge to provide a high quality service to our clients and general public.
Jill Kelly, Administration and Technical Support Jill has work for local government for 11 years, 6 being with Building Control as part of the Administration and Technical Support Team. Jill has a rounded knowledge of the service, is confident dealing with customer queries and will endeavour to assist.
Mark Lennon, Trainee Assistant Building Control Surveyor Mark has been a member of the Building Control team since he left school in 2016. He started as an apprentice in the Administration and Technical Support team, where he gained an NVQ in Business Administration. Since then, he has progressed through the team and is now training to become a surveyor. He has gained a wide range of knowledge along the way. Mark is studying for a Building Surveying degree, having successfully completed his second year at Anglia Ruskin University. He is aiming to progress further within Building Control team and achieve chartered membership with the RICS.
Fiona Sheldrake, Administration and Technical Support Fiona has worked as Administration and Technical Support Officer for Local Authority Building Control since starting at Mid Suffolk District Council in 2006 until the merging and working together with Babergh District Council. She has a broad knowledge of all the building control processes and can help you with building regulations application advice including fee quotes. Fiona works closely with the building control surveyors and can liaise with agents and members of the public to ensure an efficient and seamless relationship with our department. She also works with the street naming and numbering branch of our department, and can advise on the process of registering new developments or change of house names.
Claire Evans, Administration and Technical Support Claire has worked as an Administration and Technical Support Officer for Building Control since 2018 and has over 20 years Local Government experience working at various councils. Claire brings knowledge and experience to our team. She is happy to assist in all your building regulations requirements.
Isla Maclellan, Admin and Technical Support Isla has progressed from her role as a Building Control Apprentice to a confident member of the Admin and Technical Support Team. Her expertise is continuing to grow, is now studying for a Level 3 NVQ in Business Administration and she is confident and happy to assist our customers.
Keith Theobald, Area Building Control Surveyor Upon leaving school, Keith started working on building sites where he gained 18 years of experience on projects ranging from new builds and extensions, residential, educational, places of worship and commercial buildings. In 2001 Keith moved into Local Authority Building Control where he has increased his skills set, including becoming an On-Construction Energy Assessor capable of producing SAP and EPC for new build dwellings. Keith is an experienced Chartered Building Control Surveyor with a demonstrated history of working in local government.
